Renunciation of Malaysian Citizenship in High Commission of Malaysia in Singapore

Upon completion of Mandatory Singapore Citizenship Journey, you are a step nearer to get your Singapore Pink IC. The Mandatory Singapore Citizenship Journey implemented in earlier 2011 to all new citizens. The programme must be completed in two months from the date of receiving their in-principal approval letter.

Once the said programme has been completed, you will be issued another letter from ICA requesting you to formally renounce your Malaysian Citizenship at Malaysian High Commission. A deadline will be stated in the letter. For my case, it is about 1.5 month from the date of the letter. Therefore, it is advisable for you to finish your unfinished business before you surrender all citizenship. For those who have any properties in Malaysia, please check with your lawyer on as to what you need to do. For me, I only have Wawasan 2020 bank account with Malaysian Bank, so I went back to my home town to close my account before I renounce my citizenship.

Documents to be produced for renunciation of Malaysian Citizenship :

Submission of renunciation application:

(Monday to Friday – 8.15am to 11.00am)

* advisable to go as early as possible although the time range is until 11.00am, I am not sure whether they have any headcount restricted per day or not)

Documentation required:

1)         BORANG K (Yellow Form) 2 sets (dully-filled)

2)         ANNEX A  (Original & 2 photocopies)

3)         Letter of Approval from ICA Singapore (Original & 2 photocopies)

4)         Malaysian I.C / Temporary Malaysian I.C  (Original & 2 photocopies)

5)         Singapore Pink I.C / National Service I.C / Blue I.C   (Original & 2 photocopies)

6)         Malaysian / Singapore Birth Certificate  (Original & 2 photocopies)

7)         Malaysian International Passport

8)         Three (3) recent passport – size photograph (blue / white background)

9)         S$10/- processing fee in Cash.

Note: Applicant who was born in Singapore is required to produce :-

i)           BORANG W (Malaysian Birth Register Certificate) ; OR

ii)         Pengesahan Taraf (Confirmation of Status) issued by Malaysian National Registration Department; OR

iii)       Perakuan Taraf (Certificate of Status) issued by Malaysian Immigration Department

** Applicant who was born before 31 August 1957, - Malaysian Citizenship Certificate (Original & 2 photocopies)

Note :

a)             All documents to be photocopied in A4 size paper

b)             Forms to be hand-written or typed. Mistakes to be cancelled neatly. Do not use Tipp-ex

c)             Original Malaysian birth certificate to be laminated before submitting application

d)            To photocopy front and back of Singapore Citizenship Certificate

Applicant who do not have Malaysian birth certificate or Borang ‘W’ must produce 2 photocopies of parent’s document ie: Identity Card, Birth Certificate, Citizenship Certificate and passport

You may download the Borang K (Yellow Form) from their website, and filled in a set and photocopy a set. Once you went down to Malaysian High Comm the officer there will issue you 2 original Yellow Form again, so the downloaded copy with dully filled may served as 2 photocopies set.

For my case, I downloaded Borang K & Annex A and fill in those forms and photocopy 2 set before I am there.

I also get ready the passport size photos in blue and white background, but I have confirmed with the staff there upon submission, she said blue or white are acceptable. (I am kiasu, and also worried about inconsistency of their rules)

Upon arriving the Malaysian High Comm, please proceed to the guard house to exchange for a pass, without a valid pass you are not allow to go in. However, you need to get ready other card with your picture and name such as your driving license, NTUC member card or etc. DO NOT give them your Malaysia or Singapore IC because both IC are essential documents. If you really do not have any card with you, they will accept credit card or ATM card to exchange for a pass.

After you exchange for your pass, you need to walk to the side door, where the security guard will direct you to the office to consulor office. The consulor office is just next to the immigration office.

Once you step in the staff near the main door will ask you whether all documentation are ready, if so just walk in further to a staff outside the counter. He will check your form, and also informed you should you make any mistake on your form. As I had mentioned earlier, I had downloaded my Form K (yellow form) & Annex A online, and pre-filled before I am there, so the office just issue me 2 original yellow Form K, asked me to fill all the information accordingly.

After you had completed, go back to those officers outside the counter, they will check and issue you a queue number. After you get your queue number with all the pre-filled documentations, sit back and wait, not to worry as it is in the air-con room, and they serve the queue pretty fast!

When you number is called, the officer inside the counter, will collect all your documentation and you are required to returned to your seat and wait for another office to call for your name for payment. Once payment made the office will issue you an official receipt and a slip telling you the letter collection date. This will take 3 working days for them to prepare the letter address to ICA.

Collection time, after 3 working day 2.30pm to 3.30pm

On the collection date, I went down there at 2.15pm, again, you need to go to the guard house to exchange for a pass, and then proceed to consulor office.  Since I was therefore before the operating hour, you can only waiting ourside the consular office. On that day there is a friendly Indian lady came forward to collect our collection form and pass to the office inside. The consulor office will only open at 2.30pm, so sit down and wait for the office to call for your name; they will issue you a letter address to ICA.

Do not make a stupid mistake like what I have done, because during collection I politely asked the officer who hand over the letter to me on when we can get back our birth certificate and her answer is “PLEASE READ YOUR LETTER.”

In the letter address to ICA only mentioned that our birth certificate has been retained temporarily by the Malaysian National Registration Department, Putrajay for THREE months until the process of renunciation has been completed for the issuance of Certificate of Renunciation of Malaysian Citizenship – Form K. Also in the letter do stated that, “please quote registration number when contacting the High Commission.

Again, my personal advice is photocopy a set with you before you submitted you letter to ICA, just in case one day you need the registration number to get back your birth certificate from them.
